Under direction of the Behavioral Health Director, the Behavioral Health Department Operations Manager is responsible to manage the operations of Specialty Behavioral Health services at La Clínica de La Raza. The Operations Manager develops and insures compliance with administrative and operational program policies and standards. Oversees the administrative service functions of La Clinica’s Specialty Behavioral Health program, Casa del Sol.

Responsibilities

Human Resources

  • Plans, assigns, and supervises work of department administrative employees.
  • Hires, trains and supervises administrative staff.
  • Evaluates administrative staff work performance including job performance, work flow, accuracy, and timeliness.
  • Responsible for disciplinary action resulting from poor job performance.
  • Responsible for administrative functions including timecards, leave requests, etc. for clinical and administrative staff.

Data and Outcome Tracking and Analysis

  • Plans, develops and creates data collection tools with input from stakeholders.
  • Creates methods for tracking data that can be easily used use by clinicians, supervisors, and directors including spreadsheets and databases
  • Develops methods to track and report results of quality assurance activities including peer review processes, administrative, clinical, and fiscal audits/reviews of program activities and other quality assurance activities including access to care data, clinical improvement, clinical outcomes, lengths of treatment, client satisfaction, etc.
  • Responsible for the development of qualitative and quantitative reports regarding staff achievements and program activities.
  • Performs data analytics to identify trends, establish baselines, variances from benchmarks, and improvements achieved.

Operations

  • Develops administrative policies, procedures, standards and guidelines for the effective functioning of service delivery and financial accounting practices of the department.
  • Assures that La Clínica’s personnel policies, procedures and Union contract are adhered to by staff.
  • Tracks and ensures compliance with grant requirements and regulatory guidelines regarding activities, goals and outcomes.
  • Responsible for preparing reports for funders, grants, Clinical Director, BH Director, and La Clinica Board.
  • Reviews, analyzes, develops the preparation of annual budgetary projections; controls subsequent expenditures within authorized appropriations; analyzes financial accounting of expenditures and prepares forecasting reports
  • Oversees the storage, retrieval and destruction of medical records
  • Creates communications and develop forms to improve operational efficiencies and promote services.
  • Responsible for planning and implementation of new technology that improves efficiency and support operations/requirements.
  • Participates in La Clinica management meetings.
  • Establishing and formalizing linkages between the mental health department and other La Clínica programs as well as linkages to community programs outside of La Clínica.
  • Represents La Clínica’s Specialty Behavioral Health services within La Clínica as well as externally.
  • Other duties as assigned.
Skills and Knowledge Required: 
  • Must have at least three years of progressive administrative leadership experience preferably in a non-profit health organization.
  • Experience in data collection and development of data analytics.
  • Ability to create and maintain databases to collect, store and analyze information,
  • Requires knowledge of the principles, methods and procedures involved in planning, organizing and personnel management.
  • Experience with project management and engagement of stakeholders in change management planning and implementation.
  • Knowledge and understanding of budgetary oversight, oversight of government and private grant requirement and reporting and third-party revenue collections, monitoring and projections.
  • Ability to organize/prioritize tasks and work effectively with other professionals, para professionals, students and volunteers.
  • Must possess excellent interpersonal competencies
  • Must have clean driver’s license.
  • Bilingual English/Spanish preferred but no required.

Master’s degree in Public Health (MPH), Public Administration (MPA), Business (MBA), Social Work Administration (MSW) or Doctoral degree in Psychology (PhD/PsyD). Masters degree may be substituted with 6 years of equivalent post bachelors work experience in operations oversight and management, budget management, personnel management/evaluation and program evaluation.
